The Capacity Development and Accountable Governance Cluster portfolio consists of two programmes focused on a) Parliamentary and Judicial Capacity Development, including fighting corruption and other accountability and oversight mechanisms in Serbia; and b) Capacity Development in the Executive Branch.
These two programmes encompass a number of projects related to the promotion of the rule of law, including judicial reform, transitional justice and human rights, as well as institutional development and public administration reform projects.
In particular, the Capacity Development and Accountable Governance Cluster focuses on analysis of the environment within which legal and other public sector professionals perform their work in Serbia, with particular reference to the EU accession process and to maintaining continuous dialogue with partners to provide development advisory services.
The cluster is committed to continuous identification of catalytic areas eligible for further UNDP support and to formulation of projects in the transitional justice, judiciary, human rights, anticorruption and public administration reform fields (including establishment of monitoring mechanisms; instruction of performance indicators / success criteria, targets and milestones; assessment of counterpart support capacity).
In addition to development, implementation, monitoring and evaluation of projects which support national priorities in the areas of capacity development and accountable governance, the Cluster supplies top quality policy advice services to the Government and facilitates knowledge building and dissemination among all key stakeholders.
