Strengthening Accountability Mechanism in Public Finance

The purpose of the project is to support the establishment of effective and sustainable public finance accountability mechanisms in Serbia. The objective is to enhance preventive and investigative facets of the public spending cycle through capacity development activities in three public institutions: the Public Procurement Office (prevention), the Commissioner for Information of public importance and personal data protection, and the State Audit Institution (post factum and investigative). Increased transparent and accountable use of public funds will result in higher efficiency and effectiveness of public spending.
Strengthening of Rural Social Capital and Networks

The project is a result of Serbian Government's initiative to support the development of rural areas, especially in the Banat region of Autonomous Province of Vojvodina. Mobilization of rural social capital and increased participatory efforts of targeted communities will directly enhance the existing living standard in rural areas. The partnership strategy will be demonstrated through support of the Local Action Groups located in the targeted sub-regions and municipalities, and through capacity development for more sustainable implementation of the local rural development initiatives.

Strengthening the Accountability of the Serbian Parliament

The project aims to support capacity development of the National Assembly and its accountability mechanisms, enabling it to effectively fulfill its oversight role, being especially significant in the country's fight against corruption. The current initiative is focused on supporting the institutionalization of public hearings, laying basis for effective collaboration between the Parliament and independent regulatory bodies and holding mobile committee sessions, which would contribute to enhancing the citizens' perception of the Parliament and to bringing the MPs closer to their constituency.
Strengthening Democratic Governance at the Local Level for EU Integration

Enhancing capacity of local leaders in poverty-stricken and multi-ethnic regions of Serbia, Banat and South Serbia, for effectively utilizing the EU integration process.
Enabling Activity for the Preparation of Serbia and Montenegro's Initial National Communication to UNFCCC

The project objectives are to generate, analyze and communicate information relevant for the preparation and submission of Serbia and Montenegro's Initial National Communication that includes (a) compilation of the national greenhouse gase inventory; (b) an update of analysis of potential measures to abate the increase in greenhouse gas emissions; (c) a vulnerability assessment and analysis of adaptation options; (d) preparation of the Second National Communication of Serbia and Montenegro and submission to the CoP. 
Developing a Strategy for Sustainable Development in the Republic of Serbia through country-to-country cooperation

The objective of this project is to produce a Sustainable Development Strategy for the Republic of Serbia. The project was initiated as a direct response to the World Summit on Sustainable Development and its call for National Sustainable Development Strategies.
Biodiversity Strategy, Action Plan and National Report

The project enables the State Union of Serbia and Montenegro to prepare the first Biodiversity Strategy and Action Plan (BSAP), through two Republic Strategies, and the first National Report as the initial step to follow up on the national commitments to the Convention of Biodiversity ratified in 2002.
Support to the Implementation of Anti-discrimination Legislation and Mediation in Serbia (2nd phase)

The second phase of the project is desidgned to work on effectively preventing and combating discrimination by increasing the impact of the legislative work on the Act through guaranteeing the effectiveness of present and forthcoming provisions, institutional support, further legislative work and strengthening the rmediation and awareness raising.
Remediation of Grand Backa Channel

The project aims to finalize remaining part of the waste water collector for communal and industrial water for the territories of municipalities of Vrbas and Kula, promote policy integration in the field of environmental protection, and increase supply of professional services in this field.
War Crimes Trials and Notions of Justice

The project will help to develop a methodology to impart expertise in outreach from the international sector to local stakeholders who lack experience in international law and proceedings, with the idea of creating a flexible and exportable outcome, while providing the international experts with ideas for better mechanisms to incorporate a localized approach in their own outreach efforts.

Support to the Serbian Ministry of Finance (3rd phase)

The main purpose of the project is to further increase the capacity of the Ministry of Finance to deal with EU accession processes by providing specific strategic support to the Project Centre, HR, PURU and policy task force.
Support to the Serbian Public Administration Reform Strategy (2nd phase)

The project is developed with the purpose to support the development of an efficient, accountable and citizen-oriented public sector. It is aligned with the strategic priorities of the Serbian Government as well as the UNDP the Country Programme Document and the Country Programme Action Plan. As such it brings together the Government intention to reform public administration and the UNDP mandate elaborated in the Multiyear Funding Framework and other corporate documents.

 

Creating an Effective and Sustainable System of Providing Free Legal Aid in Serbia

The project is designed to establish an effective and affordable state-funded and run legal aid system for those who cannot afford legal services through formulating a strategy, inciting public consultation and piloting provision towards creating normative framework aiming at increasing access to justice for the most vulnerable and marginalized groups.

Inclusion of Civil Society in Poverty Related Policy Process

The objective of this project is to support the dialogue between the government and civil society in Serbia with focus on development of community-level social services, more efficient monitoring of the implementation of poverty related policies and greater poverty emphasis of parliamentary bodies.

Strengthening the role of civil society in shaping poverty-related policies and practice

The project uses a three-pronged approach, focusing on civil society engagement in several distinct areas: 1) Support further decentralization of social services and public-civil society partnership (through Social Innovations fund) in the provision of community – based social services, 2) Strengthen civil society engagement in poverty alleviation and 3) Support gender mainstreaming in sectoral policies.

National Capacity Self-Assessment for Environmental Management in Serbia and Montenegro

This project intends to assess the capacities of the country to implement the Rio conventions; United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the Convention to Combat Desertification.
Promoting investments for energy efficiency and renewable energy through carbon financing in the Republic of Serbia

This project aims to build capacity of Serbia to attract and utilize external funding for energy efficiency and renewable energy production through carbon financing.
Regional Project on IDP Associations Phase II – Prevention of Crisis, Further Displacements and Recovery on behalf of displaced persons

The overall objective of the project is to strengthen the IDP Associations, through enhanced networking and coordination, to address the needs of possible new displaced persons caseload as well as the current and evolving needs of IDPs in displacement as result of the final status of Kosovo.

Strengthening MIER capacity for the implementation of the EU Neighbourhood Programmes (Support to the Project Coordination Management Unit)

This project is focused on developing the required capacity within the PCMU and other support necessary for the success of the Neighbourhood Programmes.

Municipal Development in South West Serbia second phase (PRO2)

The project “Municipal Development in South West Serbia second phase” (PRO II) will build on the results achieved during the first phase and further support six municipalities: Novi Pazar, Sjenica, Tutin, Nova Varos, Prijepolje, Priboj and include a further two municipalities, Raska and Ivanjica.

The overall project objective of the project is to strengthen local governments in facilitating socio-economic development by effectively using EU and other funding support.

 

Improving institutional capacity and monitoring capabilities at central and local level for decreasing vulnerability of Roma in Western Balkans

This regional initiative aims at decreasing vulnerability of Roma through improving their access to social services and development opportunities at the local level. Serbian component of the project focuses on strengthening the role and capacities of the Roma Secretariat at the national level. At the local level, the project focuses on streamlining Roma policies through the work of Roma Coordinators.

 

Improve IDP Living Conditions and Livelihood Opportunities for IDPs in Serbia

The project aims at improving living conditions and livelihood opportunities of IDPs through providing them support in accessing social services and documentation, for income generating activities and recovery of self-reliance; and providing housing support for IDPs leaving collective centres.  
Capacity Development for the Standing Conference of Towns and Municipalities, second phase

The Project is aimed at obtaining a broader, holistic approach by enhancing the capacities not only within SCTM but also among municipalities and other central and local level institutions, and supporting the wider implementation of the decentralization agenda.
