Standard Basic Framework Agreement (SBFA)

The Standard Basic Framework Agreement is the legal agreement between the host Government and UNDP (United Nations Development Programme) outlining general conditions for UNDP cooperation under which all UNDP programme activities are carried out. The agreement applicable to UNDP activities in Serbia was initially signed by the Government (Federal Executive Council) of Socialist Federal Republic of Yugoslavia (SFRY) in 1988. The Government of Federal Republic of Yugoslavia (FRY), as the legal successor state of SFRY reaffirmed the validity and applicability of this Agreement in 1992. Equally, legal successor states of FRY, namely State Union of Serbia and Montenegro, and the Republic of Serbia have also reaffirmed the validity and applicability of the SBFA originally signed in 1988.

Common Country Assessment (CCA)

The Common Country Assessment (CCA) of the United Nations System, conducted in 2003. in the (then) State Union of Serbia and Montenegro is a major tool for the implementation of Secretary General’s Reform Programme for the United Nations system launched in 1997. The purpose of the assessment is to establish a common analytical foundation for use by agencies of the UN system to plan their activities in support of national priorities, with a focus on the Millennium Declaration and the Millennium Development Goals (MDGs). By adopting a human rights-based approach to its analysis of human development, the CCA aims to add value to the work already undertaken in the Poverty Reduction Strategy Papers for both Serbia and Montenegro, (PRSPs) and to highlight a number of issues where it feels further attention is merited by policy-makers, and where the support of UN system agencies can make a worthwhile contribution over the years to come. For these reasons, the CCA strategic analysis covers the following main areas: Human Development, Governance and the Rule of Law, Security of Persons, and Environment.

United Nations Development Assistance Framework (UNDAF)

United Nations Development Assistance Framework (UNDAF), the first for Serbia & Montenegro, seeks to answer questions about the role to be played by the United Nations (UN) system and its agencies, funds and programmes in helping shape the future of Serbia & Montenegro (SCG), as it was prepared in 2004. UNDAF also serves to ensure that the UN system development cooperation has greater long-term impact and is actually based on the findings of the Common Country Assessment (CCA) undertaken by the UN in 2003. Due to the special circumstances of Kosovo, no formal UNDAF was prepared separately for the programme cycle (2005-2009). To support the efforts in becoming a modern, democratic and European state, which plays a pivotal role in regional stability, the United Nations Country Team (UNCT) in close consultation with both Serbia and Montenegro, civil society stakeholders, the private sector and the international community, has prepared a United Nations Development Assistance Framework.

Country Programme Document (CPD)

Dialogue with the governments of Serbia (and Montenegro) resulted in the Country Programme Document for the programme cycle 2005-2009. The CPD is prepared by the Government in consultation with the UNDP Country Office in Serbia. This document identifies key goals and opportunities for UNDP support to national programmes and priorities, consistent with the development goals endorsed by the Executive Board of UNDP. The CPD is submitted to UNDP's Executive Board for final approval. The current CPD was approved by the Executive Board of UNDP at its January 2005 session. The Country Programme Document for Serbia and Montenegro was prepared through consultations with international, UN, government and civil society partners. The proposed programme of cooperation derives from the Common Country Assessment (CCA) and builds on the UN Development Assistance Framework (UNDAF). Under UN Security Council Resolution 1244, the province of Kosovo remains under UN administration. Due to the special circumstances of Kosovo, no formal UNDAF was prepared separately for the programme cycle. Rather, the UN Development Group in Kosovo will be guided by bi-annual Strategic Plans that provide the framework for coordinated UN development assistance.

Country Programme Action Plan (CPAP)

The Country Programme Action Plan is the instrument for implementation of the Country Programme Document (CPD), which was endorsed by the Executive Board of UNDP. This is the first Country Programme Action Plan agreed upon by UNDP and the (then) State Union of Serbia and Montenegro, as well as its constituent republics in July 2005. The CPAP is the detailed operational plan for the country programme of UNDP in Serbia. It is prepared by UNDP together with its implementing partners and the main government partner who signs the CPAP but may not necessarily implement it, following the preparation of the UNDAF and CPD (see above). It contains: a situation analysis; a summary of past cooperation and lessons learned; a description of the results expected from the proposed country programme, as well as the agency’s distinctive role in development cooperation; the arrangements for programme management and monitoring and evaluation; and the final section with standard legal provisions. A Results and Resources Framework is attached as an annex. It summarizes the results to be achieved and resources required for each component of the country programme, per year. Just as in the CPD, the results described in the framework - UNDP outcomes and outputs – will contribute logically to the achievement of UNDAF outcomes. For this reason, the results are identical to the results in the UNDAF results matrix.
